The Chancellor, who has dubbed himself ‘Fiscal Phil’, announced in the Budget the latest measure to combat what HMRC calls “false self-employment”. There will be a fundamental reform of who bears the risk of PAYE and NIC under the IR35 rules. However there are concerns that this change will simply make it harder to engage freelancers without a disproportionate compliance cost.

Ad agencies have long made heavy use of freelancers, against a wider background of increased reliance on freelancers in the economy at large. The courts have also been weighing in on the distinction between employees, workers and genuine freelancers, and the Government has its eye on further reforms.

In this seminar our employment law and tax experts will help you keep on top of it all by discussing:

  • What do agencies need to do to get ready for the new tax rules?
  • What lessons can be learned from the public sector (where these rules have applied since last year)?
  • What’s the direction of travel for the courts on the question of “who is an employee”?
  • How is employment law likely to change in future?

If you have any queries or a colleague who would like to attend, please contact our events team.
