In 2010 the media got rather excited about the some big changes proposed by the Protections of Freedoms Bill - DNA databases, CCTV control, vetting and barring, etc. However, one (let's say) slightly less immediately exciting provision concerned the outlawing of clamping motor vehicles in car parks.
