The Government has published its eagerly awaited consultation on changes to TUPE. It reveals a range of reforms, but the one that will grab the most headlines is the proposal to abolish the ‘service provision change‘(SPC) regime. When SPCs were introduced in 2006, they were welcomed by some as a useful means of removing uncertainty over whether TUPE applied to outsourcing and retendering situations. Read more
